Reform Proposals for E-9 Visa and E-7-4 Visa Policies "E-9 비자 및 E-7-4 비자 정책 개혁안"
**My Personal Opinions on the Recent Discussions regarding the Invitation of Spouses for E-9 visa Workers (my personal opinion as someone with a Master's degree in Multicultural Policy)!!
According to recent reports, the Korean government is considering measures that would allow E-9 visa workers to bring their families to Korea based on their skill level!!
Currently, under the E-9 visa, one cannot bring their spouse and children to Korea regardless of whether they work for 7 or 9 years.
According to a recent KBS report, the Ministry of Employment and Labor is considering a policy that divides the E-9 visa into two or three stages, allowing foreign workers to bring their families to Korea based on their skill level, such as acquiring certifications.
In my view, if an E-9 visa worker's skill level increases, I believe that the company employing that worker will naturally benefit greatly from their long-term employment.
However, since the maximum period of stay in Korea for an E-9 visa worker is less than 10 years, I believe that even if the E-9 visa itself allows for bringing families to Korea, the same situation as now will occur once the visa expires.
**My personal opinion on the E-9 visa worker's spouse invitation is currently under discussion**
The best way to resolve these issues is to make slight changes to the current E-7-4 visa system.
First, regarding the E-7-4 visa points system, the points awarded for proving proficiency through certifications should be increased from the current 20 points to 50 points.
Currently, the points for certifications under the E-7-4 visa are 20 points, the same as obtaining a domestic degree.
If these points are subdivided into categories such as Craftsman or Engineer and raised to 20 or 50 points, I believe it would allow for stable long-term stays in Korea with one's family, alongside proficiency.
Second, the points for tenure under the E-7-4 visa are currently 20 points for three years or more.
I believe that if this is further subdivided to differentiate points—such as 20 points for 3–4 years, 30 points for 4–5 years, and 50 points for 5–7 years—it would be possible to increase both proficiency and tenure.
Third, it is important to allow skilled workers to work in manufacturing, service industries, and agriculture/livestock farming once they have reached a certain level of Korean language proficiency following a spousal invitation.
Currently, employment opportunities for F-3 visa holders are generally limited to agriculture and livestock farming.
(*Of course, spouses of E-7-4R visa holders holding F-3-3R visas in areas experiencing population decline are permitted to work in manufacturing, service industries, and agriculture/livestock farming.)
I believe that providing E-7-4 visa spouses with benefits equivalent to or similar to those of F-3-3R visa holders would serve as a significant motivator for E-7-4 visa workers currently employed by companies.
Fourth, there has been a long-standing debate regarding the skill requirements for the E-7-4 visa; I would like to suggest defining this skill as having worked in the relevant field for at least three years or in the same industry for at least three years.
This is because the skill requirements under the current E-7-4 visa system are based solely on a point system.
The basic requirement is "four years on an E-9 visa and at least one year of employment at the current company."
I believe that changing this condition to "4 years on an E-9 visa and at least 3 years of service at the current company" would allow us to capture both proficiency and expertise.
This is because, while the E-9 visa allows for movement within the same industry, the calculation focuses solely on manufacturing work duration rather than the minimum required period for proficiency acquisition; consequently, proficiency levels in specific industrial sectors may be lower.
For example, there is a significant difference in proficiency between a worker who has worked at a die-casting company for 3 years, a worker who has worked in food manufacturing for 2 years, and a worker who has worked at a die-casting company for 1 year.
(* Of course, it is currently possible to apply if you have worked for at least 3 years in regions excluding Seoul, Incheon, and Gyeonggi-do, have been employed at your current company for at least 1 year, and receive a letter of recommendation from the head of a metropolitan local government. Additionally, regarding the E-7-4R visa, you can switch to it once you have worked for at least 2 years on an E-9 visa and have started working.)
Finally, the proposal is to expand the quota for E-7-4 visas that can be applied for by a single company.
Currently, E-9 visa workers can switch to an E-7-4 visa based on corporate recommendation letters (within 20% of the workforce) and within the limits of 30% of the number of Korean workers (within 50% for population-declining regions and 'root' companies).
I propose removing these restrictions and expanding the E-7-4 visa quota for general companies (including manufacturing, agriculture, and fisheries) to 40%, while increasing the quota for population-declining regions and 'root' companies to 60% of the number of domestic employees.
* There is a reason why a major reform of the E-7-4 visa is more important than the benefits for the E-9 visa currently being discussed in the industry.
* The reason is that even if you stay for 9 years on an E-9 visa and invite your spouse, there is a set limit on the duration of stay allowed under the E-9 visa.
* I hope that the discussions currently underway will be concluded with the reform of the E-7-4 visa.

Please feel free to call me in advance before you face serious visa issues!!!!!
I have received many calls from foreign workers yesterday and today.
I am aware that there are many problems regarding companies and visas while working in Korea.
There is a person who held an E-7-4 visa and suddenly notified the company he had worked for for over five years, saying, "I want to go to another company. I want to quit," simply because he disliked the company.
Another person held an E-7-4R visa and, after hearing from someone else that there was a better company, left the company he had worked for for six months, saying, "Boss, there is no work here, so I'm going somewhere else."
There is also a story about someone who went to the immigration office to extend their F-2 visa, but upon being told that the extension was not possible, became angry and shouted at the office staff, demanding to know why the extension wouldn't be granted.
There is also a case where someone wanted to visit his home country for the first time in a while and spoke to their company. However, the company responded, "I'm sorry, but we have too much work right now. If you go on vacation to your hometown, there won't be anyone to do the work. Once this busy period passes, I will let you go." But the worker reportedly quit, asking, "Why won't you let me go on vacation to my hometown when I want to?"
I fully understand the feelings of foreign workers currently employed in Korea.
I know because I lived in the U.S. for a long time myself. I know just how much they want to go back home and spend their vacation... And having worked in companies for a long time myself, I know they want to move to a company that pays better, and they don't want to do the hard work themselves... They want to go to a company where the work is easy but the salary is high...
However.....................
The important thing is that, unlike Koreans, the visa system is always a problem for foreigners staying in Korea.
If you quit your job based on momentary emotions, you might feel at ease, but have you thought about what comes next?
Please... don't feel pressured to do anything first; just give me a call.
Everything has a step. You must first try to understand the proper step and resolve the issue effectively. If you approach everything solely with emotion, a positive outcome cannot be achieved between the company and you.
You are welcome to make an appointment, or you can send a text message detailing the issue you wish to discuss in Korean or English, and I try on my best to find a solution during the consultation.
"I must consider that I can only provide consultation and brainstorm solutions before you resolve the problem yourself. Please, leave a text message, and I will provide a consultation; so please do not hesitate to call me before any problems arise!!!"
**I will provide a consultation if you do.**

When applying for an e-civil petition on HiKorea, you must perform additional steps due to the recently updated system!!!
Today, acting on behalf of a client, I logged into HiKorea to apply for an E-7-4 visa Change.
I logged in using the ID and password I had registered with the Immigration Office (HiKorea). As soon as I entered the client's Residence Registration Number, I suddenly received a notification regarding 'Security Key Uploading.'
After performing 'Security Key Uploading (TouchEn)' and logging back into HiKorea, the 'Security Key Uploading' prompt that I had downloaded and run just moments before kept appearing.
Furthermore, after completing the 'Security Key Uploading' on HiKorea, when I tried to upload the client's documents again, I was told to use 'AnySign' for the upload.
Consequently, the data and text I had uploaded to HiKorea were reset, and despite trying several times, the problem remained unresolved.
Finally, I called the system-related company and managed to resolve the issue.
If you log in to HiKorea and continue to encounter issues with 'Security Key Uploading (TouchEn)' and 'AnySign', please follow the steps below.
1. Check if the padlock icon in the HiKorea address bar is closed.
2. If the padlock icon is closed, click on it.
3. Then, under the text "Permissions for this site," check if "Auto Downloads" is marked as "Allowed" and click "Allowed."
4. Next, click on "Device Apps" that appears immediately and check "Allowed."
* In most cases, this issue occurs because "Device Apps" is NOT set to "Allowed."
* Security is being significantly strengthened as HiKorea's systems are continuously updated. If the situation described above persists, please be sure to check the steps I have explained.
** The attached photo below will make it easier to understand.

1. Eligibility (Who can apply?)
1) Spouses of international students on D-2-3 or D-2-4 visas, 2) Spouses of Professors (E-1), Researchers (E-3), Technical Instructors (E-4), and Professionals (E-5) visa holders.
2. Permitted Fields (What work can be done?)
All activities are permitted, excluding entertainment businesses, private tutoring, gambling, and business that undermines public order etc.
3. Application Method (What has changed?)
Previously, prior permission had to be obtained before employment, but through a special provision, Comprehensive Permission(#포괄적허가) is now possible.
In other words: Comprehensive Activity Permission ➔ Employment Contract and Employment ➔ Employment Report (within 15 days)
4. Required Documents and Reporting Method
Online reporting will be available starting April 22, 2026.
1) Initial Comprehensive Permit Notification (In-person at Immigration Office or Online)
2) Notification of Commencement of Employment (Online only)
3) Notification of Termination of Employment (Online only)
5. Important Notes (Please Read!)
1) Mandatory Notification within 15 days: If you do not report the start or end of employment within 15 days, your activity permit may be revoked.
2) Employment at Multiple Places: If you have multiple workplaces, you must report each one individually.
3) Reporting Changes: Major changes, such as contract extensions, are also subject to reporting.
4) Automatic Termination: If you work until the expiration date specified in the employment contract and then resign, a separate termination report is not required.
💡 Summary: Now, spouses of top talents can simply obtain a Comprehensive Permit in advance, freely start employment, and only need to report afterward within 15 days!!! This will be a great help for early settlement and economic activity. 😊

Spring is here in Korea! The cherry blossoms are beautiful but what if you get home, look in your bag, and realize your Residence Card (ARC) is gone? 😱
Don't worry! It feels scary, but the process to fix it is very simple.
1. Why do you need an ARC?
Your ARC is your most important ID in Korea.
2. You need it for almost everything:
Identification, Banking, Phone & Internet, Medical Care etc.
3. Step 1: How to Report your Lost Card
If you lose your card, you must report it within 14 days. You have two friendly options:
Visit the Immigration Office, Online via HiKorea.
4. Step 2: How to Apply for a New One
Once you have reported it lost, you need to apply for a re-issuance (a brand new card).
5. Where to go?
You must visit the Immigration Office that has jurisdiction over your neighborhood.
6. What documents do you need?
To make your visit smooth, please bring these items:
7. Application Form(Form No. 34), Passport, Passport Photo, eason for Re-issuance, Application Fee: 35,000 KRW (+ 4,000 KRW if you want it delivered to your home).
8. Final Tips for a Stress-Free Day
Make a Reservation: Immigration offices are very busy. Always book your visit time on the HiKorea website at least a few days in advance.
*** Urgent Notice! You MUST report your ID card loss within 15 days from the day you lost it. If there are no reservation slots available within those 15 days, I highly recommend visiting the Immigration Office immediately for an urgent report of your ID card loss!
Take a deep breath, follow these steps, and then go back to enjoying those beautiful cherry blossoms^^*! 🌸✨

K-Immigration Guide: Changing Jobs with a Release Letter(이적동의서)
K-Immigration Guide: Changing Jobs with a Release Letter(이적동의서)
If you work in Korea on an E-1 visa to E-10 visa, moving to a new company requires following specific rules. Here is everything you need to know.
1. Moving Before Your Contract Ends 🏃♂️
If your contract is still active but you want to leave, it depends on your visa type:
·For E-1 visa to E-7-1 visa(Professional): * You can move if you get a Release Letter from your current boss.
·Once you start the new job, you must report the change within 15 days.
·For E-7-2 visa, E-7-3, E-7-4 visa to E-10 visa (Non-professional/Skills): * Rules are very strict. A Release Letter is often not enough.
·You usually can only move if the company is at fault (e.g., they closed down, didn't pay your salary, or there was physical/verbal abuse).
2. Moving When Your Contract Ends 📅
E-1 visa to E-7-1 visa: These visas usually give you one extra month (e.g., a 12-month contract gives you a 13-month stay). You can look for a new job or switch to a D-10 (Job Seeking) visa the day after your contract finishes.
·E-7-2 to E-10: Your visa usually ends exactly when your contract ends. You must apply for a job change or a D-10 visa 1 or 2 days before your stay expires.
3. What is a Release Letter? 📄
A Release Letter is a document where your boss "releases" you to work elsewhere. It should include:
· Your Info: Name, Nationality, and ARC (Registration) Number, The Date, The company’s name, the CEO’s name, and the official company seal/stamp.

Important Rules for E-7-4 Visa Workers Before Quitting a Job
Important Rules for E-7-4 Visa Workers Before Quitting a Job
Workers with an E-7-4 visa must be careful when they want to quit their job.
You cannot quit just because you “don’t want to work.”
If your contract is not finished, quitting for personal reasons can cause problems.
Also, you cannot quit right away just because there is no work at the company.
Even if the company treats you unfairly, you should not quit immediately without following the proper steps.
It is important to stay calm and keep records of what is happening.
There are only a few cases when you can legally quit your job.
For example, if you have not been paid for more than 3 months.
Or if the company has serious financial problems and sales drop a lot.
If the company closes, you can also quit legally.
If you are treated unfairly, you should take action first.
You can report the problem to the Ministry of Employment and Labor.
Make sure to prepare clear details and evidence.
Keep important documents like messages, pay records, and your contract.
The Immigration Office does not accept only your words.
You must show real proof to change your workplace or visa.
If you say “I want to change jobs” without proof, it will likely be rejected.
Changing to a D-10 visa is also not easy.
You need a good reason and strong evidence.
In conclusion, always check the rules and follow the correct process before quitting your job.
