Are you running a business with an F-2-R visa? This could be a serious problem.
최근에 제가 전화를 받았는데요. I recently received a phone call.
그 내용은 인구감소지역에서 F-2-R 비자를 받은 친구가 사업자 등록을 하고 사업을 하고 있다는 내용이었습니다. The person was saying that a friend of him who received an F-2-R visa in an area with a declining population was registering a business and is running a business now.
국내 대학을 졸업하거나 전년도 소득이 3,000만 원 이상이면서 KIIP 4단계 이상 이수하면 인구감소지역에 F-2-R 비자를 신청할 수 있습니다. If you graduated from a domestic university(college), or earned at least 30 million won in the previous year, and completed KIIP Level 4 or higher, you can apply for an F-2-R visa in an area with a declining population.
다만 F-2-R 비자는 원칙이 취업 비자 입니다. However, the F-2-R visa is primarily a work visa.
거주비자이기는 하지만 인구감소지역의 인력 충원과 지역사회 발전을 위해서 F-2 비자라는 거주비자를 주면서 지역에 정착하게 하기 위한 목적인데요. Although it's a resident visa, the purpose is to encourage people to settle in the area by granting them an F-2 visa to supplement the workforce and develop local communities in declining populations.
그런데 F-2-R 비자로 있으면서 사업을 할 수 있다???? 1345 외국인종합안내센터에서 그렇게 답변을 받았다구요? But can you run a business while on an F-2-R visa? That's what you heard from the 1345 Immigration Information Center??

2025년 지역특화형 거주비자인 F-2-R 비자 신청 요건 중 국내 대학 학위 취득자(전문학사 이상)는 F-2-R 비자로 신청할 수 있다고 되어 있습니다.
(*물론 KIIP 4단계는 이수한 경우) Among the requirements for F-2-R visa, a regionally specialized resident visa introduced in 2025, it states that those with a degree (associate degree or higher) from a domestic university(college) are eligible to apply for F-2-R visa.
(*Of course, this requires completion of KIIP Level 4.)
그럼 국내 대학 학위 취득자는 반드시 D-2 비자로 유학온 유학생만 F-2-R 비자로 변경할 수 있을까요? 아니면 국내에서 체류하고 있는 외국인 중에서 유학활동을 하면서 정규 과정을 졸업하고 국내 대학에서 전문학사 학위를 취득한 사람도 F-2-R 비자로 변경할 수 있을까요? So, can only international students who received a degree from a domestic university on D-2 visa change to F-2-R visa? Or can a foreigner residing in Korea who completed a regular course while studying in Korea and received an associate's degree from a domestic university(college) also change to F-2-R visa?

오늘 1345 외국인종합안내센터와 경상북도 K-드림외국인지원센터에 확인해 보니 답변은 아래와 같습니다. Today, I contacted 1345 Immigration Information Center and the Gyeongsangbuk-do K-Dream Foreigner Support Center, and their responses are as follows:
F-2-R 비자(지역특화형 거주비자)를 신청할 수 있는 "국내 대학 학위 취득자"는 F-3 비자로 체류하면서 국내 대학 정규과정(사이버대학은 제외)을 이수하고 졸업한 경우도 인정을 한다고 합니다. Those who have earned a degree from a domestic university(college) are eligible to apply for F-2-R visa (a regionally specialized resident visa). Those who have completed a regular course at a domestic university(college) (excluding cyber universities) while staying in Korea onF-3 visa are also eligible.
F-3 비자로 한국에서 체류하고 있는 동반비자 소지 외국인은 가까운 대학 정규 과정에 입학해 공부를 하고 졸업해서 전문학사 이상의 학위를 취득하고 사회통합프로그램 (KIIP) 4단계 이상의 한국어 능력이 있으면 F-2-R 비자를 신청할 수 있습니다. Foreigners with dependent visas residing in Korea on F-3 visa (including F-1 visa) can apply for F-2-R visa if they enroll in a regular course at a nearby university(college), complete their studies, and earn an associate's degree or higher, and have Korean language proficiency of Level 4 or higher on KIIP.
결론: F-3 비자로 국내 대학 정규과정으로 전문학사 이상을 취득하면 F-2-R 비자로 변경할 수 있습니다. In conclusion, if they earn an associate's degree or higher through a regular course at a domestic university(college) on F-3 visa or F-1 visa, they can change their visa to F-2-R visa.
